Build python-cm-api 7.0 for Ubuntu 14.04

  We need in python-cm-api >= 7.0 because it's sahara dependency
  https://bugs.launchpad.net/mos/+bug/1371611

  Sources has been copied from packages/precise/python-cm-api 6.1 branch
