Unbreak the dependent packages; no actual code changes

The previous version is formally older than 1.4:
$ if dpkg --compare-versions 1.4-0~u14.04+mos1 lt 1.4; then echo BAD; fi

Adjust the revision in order to avoid breaking packages depending on
python-django-compressor (>= 1.4)

Build python-compressor for Ubuntu 14.04

According to Juno requirements [1], python-django-compressor have to be updated
to 1.4 version, Trusty contains old package
