Replace dict(obj.iteritems() with dict(obj)

Since oslo.db 1.10, it's possible to convert directly a SQLAlchemy
object to a dictionary using dict(obj) instead of having to write
dict(obj.iteritems()).

dict(obj) works also on regular dictionaries to duplicate a dictionary.
