Add cinder volume driver support for Nimble Storage.

The set of changes introduces the cinder iSCSI volume driver support for
Nimble Storage. It implements the minimum set of features required by the
icehouse release. Please see the blueprint nimble-iscsi-volume-driver for
more information.
